The Office of Nuclear Security is responsible for coordinating and implementing the IAEA's nuclear security programme to prevent, detect and respond to acts of nuclear terrorism and threats thereof. It is part of the Department of Nuclear Safety and Security and is organized into three sections: Information Management and Coordination, Prevention, and Detection and Response to Malicious Acts.

The Detection and Response to Malicious Acts Section is responsible for activities that will contribute to the detection of and response to the events involving nuclear and other radioactive materials not under regulatory control. It provides assistance to States in establishing the necessary infrastructure to combat illicit trafficking of nuclear and other radioactive material. These activities encourage assistance to States in their efforts to establish or strengthen capabilities for effective border control, including capabilities to respond to nuclear security events, should they occur, and to establish or improve nuclear security at major public events.

To address States' needs to strengthen the second line of defence, the Section is responsible for organizing a large number of evaluation and advisory services, training courses and workshops and for the provision of technical advice and support. In addition, it convenes meetings with States' experts aimed at methodology development and the preparation of relevant nuclear security guidance. The Section interacts with other technical departments within the IAEA, with experts from Member State and other international organizations.

The Nuclear Security Officer is responsible for coordinating and conducting a number of activities, such as meetings, evaluations and advisory missions and training activities, and for contributing to the development of international recommendations and guidance related to the detection and response of nuclear and other radioactive materials not under regulatory control. The Nuclear Security Officer reports directly to the Section Head.
Under the supervision and guidance of the Section Head, the Nuclear Security Officer is responsible for the development of guidance documents and for the implementation of activities included in the Integrated Nuclear Security Support Plans (INSSPs) for individual countries for the enhancement of nuclear security at the national level and worldwide.
The Nuclear Security Officer is: (1) a team leader, planning, preparing, coordinating, executing and documenting nuclear security evaluation missions; (2) a specialist in developing nuclear security guidance documents and in implementing and monitoring the INSSPs based on this guidance; and (3) a facilitator, strengthening partnerships between the IAEA Secretariat and governmental organizations in States that are involved in nuclear security activities.
The Nuclear Security Officer establishes partnerships with recognized experts in States' institutions to ensure effective transfer and sharing of technical know-how. She/he promotes capacity building with appropriate UN organizations, NGOs and other relevant institutions. The Officer identifies needs and responds to States' interests in the various nuclear security fields, in meetings with Member States' representatives and in advisory groups. Furthermore, the Officer works closely with appropriate technical departments within the IAEA, with Member States experts and other relevant international organizations to ensure effective implementation of activities for the detection of and response to acts involving nuclear and other radioactive materials not under regulatory control.
  • Contribute to the development of nuclear security implementing guides for use by States to detect and respond to events involving nuclear and other radioactive materials not under regulatory control.
  • Contribute to assessment and evaluation service missions related to States' nuclear security capabilities in terms of the detection of and response to theft, combating nuclear trafficking, malicious acts and through nuclear security evaluation missions and other activities.
  • Develop and facilitate the implementation of projects included in the INSSPs for individual countries, based on States' needs and integrate the assistance provided by other organizations in order to ensure cost-effective use of available resources.
  • Contribute to enhanced visibility and impact of the IAEA nuclear security plan by organizing and representing the IAEA at international conferences, seminars, workshops and training courses on nuclear security.
  • Contribute to the application of the technical recommendations and guidelines relevant to the development of methodology used in the nuclear security field.
  • In-depth knowledge of the technical subjects related to nuclear security, specifically the detection of and response to events involving nuclear and other radioactive materials not under regulatory control.
  • Substantial knowledge of nuclear security practices and methodologies and their implementation, of international binding and non-binding nuclear security related legal instruments and the roles of international organizations.
  • Excellent ability to develop project plans with multidisciplinary tasks and to implement such plans, as well as monitor their implementation.
  • Ability to work in security sensitive data environments and the ability to balance business needs and security requirements.
  • Ability to interact, build and maintain collaborative partnerships across organizational boundaries and the ability to interact effectively with internal and external counterparts in a multicultural environment with respect and sensitivity for diversity.
  • Ability to contribute constructively to scientific and technical meetings and organize conferences, symposia, workshops and training events.
  • Knowledge and working experience in various computer based software programs.
  • Ability to develop, assemble and deliver effective training based on guidance documents and industry standards.
  • University degree in nuclear science/physics/chemical engineering or equivalent. Documented experience in project management.
  • 7 years' experience, with at least 3 at the international level gained from working in a national or international organization in the nuclear field, plus nuclear security experience.
  • Experience of working with governments and/or governmental organizations in the area of nuclear security.
  • Excellent communication and interpersonal skills.
  • Fluency in oral and written English. Fluency in one or more UN languages (Arabic, Chinese, French, Russian or Spanish) desirable.
The Agency offers an attractive remuneration package including a tax-free annual net base salary starting at US $66 482 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustmentwhich currently amounts to US $37 828*, dependency benefits, diplomatic status, rental subsidy, education grant,relocation andrepatriation expenses; 6 weeks' annual vacation,home leave,pension plan and health insurance.
